Project Management (PM) has emerged as a crucial factor that determines the success of an organization. In this sense, there is a growing concern for organizations to assess their PM maturity. This paper presents the PM maturity results for 19 organizations, using Organizational Project Management Maturity Model (OPM3®) emerging from OPM3® Portugal Project research, that is presently in progress. All aspects of OPM3® Portugal Project are explained in detail, and a brief descriptive analysis of the 19 organizations assessed is presented. The preliminary results were obtained using two scoring methods, and are presented in tables organized by PM processes, Portfolio Management processes and Organizational Enablers areas. No other similar studies were found, thus it was not possible to compare the preliminary Portuguese results with other results.
A Systematic Literature Review (SLR) on the Resource-Constrained Multi-Project Scheduling Problem (RCMPSP), Uncertainty, and Resource Flexibility (human resource) is presented in this study. The main purpose is to help scholars with an overview of existing techniques and to identify new research directions. After applying exclusion criteria, 107 papers were analysed (2013-2023). The methodology adopted for this SRL is PRISMA. Based on the results, the approaches proposed to solve the RCMPSP were classified and the main findings were presented. The results show that the main focus of the existing research has been devoted to approximate algorithms. Genetic algorithms (GAs) and priority rules (PRs) are the most representative approximate algorithms, with 39% and 18%, respectively. At the same time, mixed integer programming (MIP) (9%) and branch & bound (B&B) algorithms (4%) are the most used exact algorithms. This analysis provides a vivid roadmap for future research based on the collected papers.

This paper presents an application developed to visualize and edit Activity-On-Arc (AoA) project networks. It is part of a larger project that has the goal to study the resource allocation problem in stochastic multimodal activity networks. This application was developed in Java programming language and uses the open source libraries JGraph and JGrapht. It enables one to visualize and edit AoA networks with multiple resources, and save them into one of the two types of files available (TXT or XML).
This paper presents three basic approximations developed to solve the Adaptive Stochastic Multimodal Resource Allocation Problem. Two of them are based on the DP model introduced in earlier papers ([23], [24]). The other one uses NLP to solve this problem. The approximations developed consist in considering the Work Content of some or all the activities of the project as represented by their mean values. These approximations were applied to a set of examples, and results were obtained and commented. As expected, running times were reduced, compared to the original model, but the total cost was underestimated, due to the use of means instead of the complete distribution.

An optimal resource allocation approach to stochastic multimodal projects had been previously developed by applying a Dynamic Programming Model, which proved to be very demanding computationally. A new approach, the Electromagnetism Algorithm had also been adapted and implemented, with better results than the Dynamic Programming Model. This paper presents another philosophy for solving the same problem, based on an Evolutionary Algorithm. This approach was implemented using an Object Oriented language, Java, and its results were compared to the Electromagnetism Algorithm. A distributed version was also developed, to be run in a computer network, in order to take advantage of available computational resources.
The methodology of project management has been widespread in organizations of different functions and sizes. In this context, we address the issue of optimal resource allocation, and more specifically, the analysis of complementarity of resources (primary resource and supportive resource) in a project. We develop a conceptual system capable of determining the ideal timing, and the ideal mixture of resources allocated to the activities of a project, such that the project is completed on time, if not earlier, with minimal cost.
Purpose The general objective of this research was to identify the practices of the mass production industries, on the decisions related to the detection of defective products and to identify relevant criteria, actions, effects and variables to be used in a decision-making model. Design/methodology/approach A survey questionnaire was developed and structured in 20 questions, with 18 closed questions and 2 open questions. The questions were constructed based on the literature review, with the identification of 15 theoretical and practical concepts of quality. Seven other information requests were included, concerning the initial characterization of the defective items and industry. The company, the product, the processes and the defects were contextualized, and then the decision-making process was framed, to understand the factors that influenced it. Findings The industries of the Industrial Pole of Manaus discard or rework their defective products influenced by promoting the lowest cost and the required quality. The factors with the biggest influence on decisions are rework and disposal costs, and time available for rework and replacement. The main requirements defined for the decision-making model were: 1) compare the rework and discard options, only if the rework reaches the required quality level; and 2) identify and account the effects of defective items on quality, productivity and costs. Research limitations/implications Overall, 109 questionnaires were sent, representing 21.3% (109/512) of the companies at the Industrial Pole of Manaus. The respondents represent 14.6% (75/512) of the population. Originality/value Defects can occur, requiring a decision that promotes the lowest cost and the required quality. Quality cost models do not show a systematic analysis for identification, accounting, evaluation of effects and criteria associated with the destination of manufactured defective items. Therefore this research was done to fill this gap.
