The city's human waste disposal demand is increasing on an average of 300,000 gal/mo. Steps in an 8 yr wastewater treatment program are outlined. The Houston Ship Channel, declared biologically dead in 1966, supports shrimp, crabs, and even flounder. (2 photos)
