Philadelphia Schools are spending $24 million to remove asbestos insulation from 270 buildings as a result of public pressure. The school district is not participating in a national class action suit because it has filed its own $45 million lawsuit against asbestos insulation manufacturers. An earlier program to encapsulate the asbestos did not adequately control asbestos fibers. An additional problem during the removal process involves the performance of contractors, who spread fibers by not using proper precautions with clothing and tools. Bid specifications now spell out work practices and experience requirements. A companion note describes the four alternatives to asbestos: fibrous, particulate, cellular glass, and foam products.
