This paper discusses development work for new tropospheric scintillation model base on ITU-R scintillation model. Tropospheric scintillation can be defined as rapid fluctuation of the amplitude or phase of a radio wave caused by changes of refractive index at the altitude (troposphere level). The prediction model for tropospheric scintillation from ITU is modified using measurement result from University Sains Malaysia (USM), Malaysia using 12.255GHz and elevation of 40.1° earth station. By applying so regression base on the measured scintillation data, a new model is proposed. The new proposed model does some modification on the frequency dependent term and time percentage factor on the ITU-R scintillation model. The proposed new model performs better than the convention ITU-R scintillation on both enhancement and fade scintillation by giving a percentage error less to 10%.
