To solve the shortcomings existing in the multi-criteria quality evaluation of organized scientific research, such as the unclear construction process of evaluation indicators, the difficulty in handling heterogeneous evaluation information, the neglect of uncertainty characteristics in the weight calculation process, and the insufficiently scientific fusion mechanism of heterogeneous evaluation information, a multi-criteria quality evaluation method for organized scientific research considering heterogeneous information is proposed. Firstly, based on systems-theoretic accident modeling and processes theory, and the influence of the context is taken into consideration, the evaluation index of organized scientific research in universities has been constructed. Then, in accordance with the process of heterogeneous information transformation, weight determination model, information fusion mechanism and quality evaluation method, the multi-criteria quality evaluation method for organized scientific research considering heterogeneous information is explained. Finally, four engineering colleges in Shaanxi Province are selected as cases to verify the rationality of the proposed algorithm. The discussion and analysis show that the proposed method has reasonable construction indicators. It can consider the uncertainty and fuzziness characteristics of the data, and can handle heterogeneous evaluation information reasonably, and has certain superiority.
